Further neepery, more generally applicable

It turns out that really weird things can happen to the permissions of files that have been shuffled around promiscuously between straight Windows, Windows with the Cygwin overlay that makes it look linux-like, and real Linux or Unix. (Extra fun ensues if they ever spent time on a read-only medium.) Mostly the Windows machine won't care -- except when it does, as when one then tries to share a file with owner-only permissions over the network, or when IE gets a bee in its bonnet about dangerous executables that are actually harmless handmade images and PDFs, but with the +x permission set. (At least, I suspect this may account for some oddities I noticed last year. I'm not firing up yet another computer right now to test the theory.)
