On formal occasions when being introduced, I believe it happens, though it isn't absolutely required. Nobody bows when a royal personage goes past in a procession --- they just wave and cheer. Maybe old-fashioned gentlemen might take off their hats. (Trying to shake hands or hug her Majesty on the barricades would be Right Out, though heads of state in informal audience, apparently, get a bit more latitude on that sort of thing these days.)
