Oh, good (?)

Air baggage rules to be relaxed from next Tuesday, apparently.
Which puts me in a tricky spot, as I'm flying back to the US on that same Tuesday. I'd love to be able to take the same backpack I arrived with, but dare I count on the promised relaxation when I'm leaving Sheffield the night before?
Okay, so maybe I take the backpack, but also a plastic carrier of suitable capacity to hold the independently padded laptop and a book just in case, so I can check the backpack if required.
And will this make the security lines longer or shorter? I thought the rationale behind the small bags was to make it easier to search them more thoroughly.
I may have to mail some (more) stuff home in any case; I've acquired three sweaters, two skirts, and two sets of conference goodies on this trip, as well as books of which I've already mailed a substantial box back to Tucson, as well as the sundry accessories for the banquet dress. Even abandoning the silly folding holdall (much too big to carry sensibly), a dead pair of shoes, and one dead sweater isn't going to free enough suitcase space, I'm afraid.
Oh, and this is interesting:
Terror 'may force freedom curbs'. Guess when that BBC piece is dated?
August 9th. The day before the threat level (and who even knew the UK had a threat level before that?) went to 'critical'.
